Public Works
Newton County Public Works is located at 65 Piper Road, Covington and houses the County's Transportation Department and Fleet Maintenance Department. Public Works houses nine divisions: construction, mowing, drainage, logistics, signs and safety, litter pickup, special projects, paving, maintenance.
Pavingiting
Newton County paves and resurfaces roads with funding from the General Fund, Special Purpose Local Option Sales Tax (SPLOST) and, mainly the Georgia Deportment of Transportation's Local Maintenance and Improvement Grant (LMIG).

Transportation
The Transportation Department includes the Engineering Division which provides design, construction oversight, inspection and project management for capital projects, maintenance projects and other developments.
Fleet Maintenance is also a part of the Transportation Department. Fleet provides in-house repair and management for the County’s fleet including the Sheriff's Office, Fire Services, Solid Waste, Roads and other departments.
Trash Pickup
Newton County's Public Works operates trash pickup crews throughout the County. The County began full-time trash pickup on County roadways beginning in 2020.
Fleet Maintenance
The Fleet Maintenance shop is a full-service shop located on Piper Road. The shop services more than 500 vehicles and pieces of equipment ranging from fire apparatus to lawnmowers.
Comprehensive Transportation Plan
In November 2016, the Newton County Board of Commissioners, along with the cities of Covington, Mansfield, Newborn, oxford and Porterdale, initiated an update to the Newton County Comprehensive Transportation Plant (CTP) to address long-range transportation needs. The Newton County CTP provides an update on previous study efforts in the community. The previous Moving Newton: Comprehensive Transportation Plan adopted in October 2008 engaged in an extensive visioning and goal setting process to guide transportation investments into the future and identified key projects for investment.
