Harold Cooper named Newton County Manager

NEWTON COUNTY, GA - Harold Cooper will begin serving as County Manager May 8, overseeing the day-to-day operations of Newton County.

Cooper was hired as the County Manager on April 18, following a nation-wide search.

“I am excited to work with Harold Cooper in leading Newton County forward,” said Newton County Chairman Marcello Banes. “Harold has tremendous leadership qualities and I believe he is a great fit to work hand-in-hand with our wonderful employees. I truly think all residents will see great things come from Newton County thanks to him and his team.”

Cooper comes to Newton County after serving as Human Resources Director of Henry County since 2019. Cooper worked for Henry County for six years, following six years at the Georgia Department of Justice.

While leading Henry County’s human resources department, Cooper established systems of accountability, succession planning and professional development, completed two classification and compensation studies and implemented an employee policies and procedures manual.

Cooper earned a Master of Science in Public Management from Saint Thomas University in 2006 and is a 1994 graduate of Morris Brown College.

Cooper succeeds Interim County Manager Jarvis Sims, whose contract concluded in March.
